Residents following the Heart of Florida Landfill and two separate development projects need clear records showing what agencies know, what remains under review, and what happens next.
These are three different matters. Questions about one project do not establish a problem at another. The documents reviewed for this article identify reasons to seek answers, not proof that the projects have contaminated residents’ drinking water.
Heart of Florida: What do newer monitoring results show?
WRWSA’s September 9 presentation reported changes in shallow groundwater at the landfill’s southwest pad monitoring well. Chloride rose from an initial 7 milligrams per liter to a reported peak of 545; the latest result shown was 177. Total dissolved solids rose from 301 to a peak of 1,658; the latest shown was 598.
The presentation lists secondary benchmarks of 250 for chloride and 500 for total dissolved solids. These concern aesthetic or technical effects. The figures alone do not establish a cause or prove drinking-water poisoning.
The key questions are: What do newer samples show? What explains the changes? Did sampling continue after major construction work ended? Where are the final construction and testing records?
WRWSA’s public meeting page still lists the September presentation as its latest HOF presentation. The absence of newer material there does not mean newer records do not exist.

Ventura: Groundwater questions remain unanswered in the correspondence reviewed
The current Ventura Borrow Pit expansion is Application 943633, ERP 42645.004. Older application numbers appeared in earlier correspondence, making correct file identification important.
SWFWMD staff directed residents to the application’s plans and map and said reviewers had been notified of a request for notice of agency action.
An October 13 follow-up asked whether elevation 65 NAVD88 is an absolute lower excavation limit, with the actual pit bottom still required to remain at least two feet above the seasonal high-water table. It also requested evidence supporting that separation near boring B-3 and an update on any agency decision.
No later answer was located in the email correspondence reviewed for this article. That is a gap in the correspondence, not proof that the permit standards have been violated.
The next useful answer should identify the groundwater evidence, explain how excavation limits would be checked, and clarify what would happen if digging encountered groundwater.
Southern Oaks: A corrected notice and a stated October 16 deadline
For Southern Oaks Phase 31H and 31I, SWFWMD staff confirmed that Application 926318, Permit 43044863.195, is an individual construction permit. Staff said an earlier newspaper notice incorrectly described it as a minor modification.
Staff also said the corrected permit changed only the date of the permitted plans and that no additional review matters remained outstanding. The email identified October 16, 2026, as the objection deadline associated with the corrected September 25 notice.
The remaining request is for document references supporting that conclusion, including the review of groundwater, wetland W101, and the eagle-nest buffer. Asking for clarification should not be treated as extending the stated deadline. This article is not an objection or a hearing petition.
What residents should expect
A useful response points to specific records, explains the evidence, and names the next step. A permit approval, monitoring result, and acknowledgment of a records request each mean different things.
OurSumter will distinguish those steps and report substantive responses as they become available.
