The Villages is growing again. And the latest expansion comes with a big price tag.
Village Community Development District No. 16 has moved forward with a bond sale worth nearly $180 million, according to recent financial reporting.
The money will help build infrastructure for 3,860 new homes.
But who pays back that money?
What is a bond?
A bond is a type of loan.
Instead of borrowing money from a bank, a government district sells bonds to investors. Investors provide the money now and receive payments with interest over time.
District 16 is a Community Development District, or CDD.
A CDD is a special local government that helps pay for and maintain roads, utilities, drainage systems, and other improvements.
How much will the expansion cost?
The full infrastructure plan is estimated to cost about $314 million.
Preliminary documents describe a funding plan with roughly:
- $157 million from bond financing
- $157 million from The Villages developer
The total bond offering is larger than the $157 million construction funding figure because borrowing can include other costs, such as financing expenses and reserves.
The final financial documents will show the exact amounts.
Who pays the bonds back?
In The Villages, CDD bonds are generally paid back through special assessments on properties that benefit from the improvements.
These charges are commonly included on homeowners’ annual property tax bills.
They are separate from regular property taxes and maintenance assessments.
The new District 16 bonds have maturities extending as far as 2056, according to preliminary offering documents.
That means some repayment obligations could continue for about 30 years.
This does not mean every homeowner in The Villages will pay for the new bonds. The assessments are tied to properties within the designated assessment area.
What should future homeowners know?
Before buying a home, buyers should ask:
- Does this home have a CDD bond balance?
- How much is the yearly bond payment?
- How many years are left?
- Can the bond be paid off early?
These costs can make a difference in what a home truly costs each year.
What happens next?
OurSumter is reviewing District 16’s public records, including its engineering report, assessment documents, and bond financing records.
We want to answer three questions:
How much was actually borrowed? How much will homeowners pay each year? And what improvements will the money build?
The Villages continues to grow. Residents and future homebuyers deserve clear information about the cost of that growth.
